At the ninth Tokyo International Conference on African Development (TICAD 9) in Yokohama in August 2025, Japan shifted its Africa strategy from headline aid pledges toward private-sector-led ‘co-creation,’ announcing a $5.5 billion package that includes $1.5 billion in impact investments channelled through JICA’s overseas investment and financing fund, alongside a commitment to train 300,000 young African professionals over three years with a focus on AI skills. The summit notably featured no repeat of the previous TICAD’s $30 billion aid pledge, reflecting both Japan’s declining aid budget appetite and a broader global retreat from official development assistance. Implementation is now flowing into 2026, including an industrial project with UNIDO and 14 Southern African countries on critical energy minerals value addition, and Côte d’Ivoire’s issuance of Africa’s first sub-Saharan Samurai bond (50 billion yen, JBIC-guaranteed) to fund climate adaptation.
