Morocco has used free-trade-zone status, co-investment and access to renewable power to draw a cluster of Chinese battery-materials investment into the Rabat-Sale-Kenitra and Tanger Tech zones. The flagship is Gotion Power Morocco (Gotion High-Tech, majority-owned by Volkswagen), which signed a $1.3bn initial investment agreement in June 2024 with plans to scale to $6.4-6.5bn and 100GWh of capacity — Africa’s first integrated (cell, cathode and anode) EV battery gigafactory. It sits alongside COBCO (Al Mada/CNGR joint venture, already producing cathode precursor at Jorf Lasfar with a Umicore offtake agreement), and planned BTR, Shinzoom and Hailiang facilities, positioning Morocco as an EU-adjacent manufacturing hub.
