AfDB Launches RASME to Strengthen Real-Time Monitoring of Development Projects

The African Development Bank (AfDB) has introduced Remote Appraisal Supervision Monitoring and Evaluation (RASME), a digital platform designed to improve how development projects are monitored, supervised and evaluated across its operations.

The platform was officially introduced during a capacity-building workshop held in Accra from 16–19 June 2026, bringing together project managers and implementing agencies to strengthen the use of digital technologies for field supervision and project delivery.

What is RASME?

RASME is a digital project monitoring and evaluation platform that enables project teams to collect, verify and analyse implementation data directly from project sites in real time.

The platform allows users to capture georeferenced information, photographs, videos, maps and other field evidence using smartphones, tablets, drones and satellite imagery. By digitising field supervision, RASME provides project managers with more timely and reliable information to support decision-making throughout the project lifecycle.

How It Works

Instead of relying solely on periodic field reports, RASME enables project teams to upload information directly from implementation sites, allowing supervisors to monitor project progress as activities occur.

The platform supports project appraisal, supervision, monitoring and evaluation by providing a central repository for field data while improving the speed and accuracy of reporting. This helps identify implementation challenges earlier, monitor project performance more effectively and strengthen accountability across AfDB-financed operations.

Market Implications

Digital monitoring platforms such as RASME are becoming increasingly important in development finance as multilateral institutions seek stronger oversight of infrastructure and public investment projects.

For governments and implementing agencies, improved field monitoring can enhance project delivery, reduce reporting delays and strengthen evidence-based decision-making. For contractors, consultants and development partners, greater transparency and real-time reporting may improve project coordination and performance management across large infrastructure portfolios.
