The DRC Council of Ministers formally approved the Mota-Engil PPP on 10 July 2026, during the 94th ordinary ministerial meeting chaired by President Tshisekedi. The formal contract still needs to be finalised. Mota-Engil is negotiating a three-decade operating concession covering rehabilitation and operation of the rail network through Kolwezi, Tenke and Lubumbashi. The US DFC signed a letter of interest for up to $1 billion with Mota-Engil to help finance the DRC section
